Uses a mechanical Rotary Encoder to tune with 50kHz steps.
Pressing the encoder shaft( =ENC-SW ) , tunes in 1 MHz steps.
Press the SET button shortly, to change frequency with the encoder.
Press the SET button again to enable the PLL with the new frequency.
Pin13 from the TSA5511 switches if the PLL is in lock.
LCD is 1 line & 16 characters, HD44780 compatible.
